Sample Ballot
The bond attorney explains that Arkansas law restricts how cities may use bond funds after voters approve a bond election. Bond proceeds must be spent only on the specific projects described in the ballot language and in the materials presented to voters.
The attorney further explains that the main safeguard against misuse of bond funds is the bond authorization process. Before bonds are sold, the City Council must pass an ordinance approving the bond terms, including a project description that matches what voters saw.
The bond expert from Stephens Inc. explains the language on the ballot at the Bond Initiative Town Hall meeting. She explains that the reason the word "may" is used instead of "shall" is so that grant money awarded after the bonds are set in place can be used towards the cost of the projects.
